As Executive Director of Reign Over Recovery, Quinn brings his experience developing immersive programs like CaliSober’s Sober Companions to the forefront of Utah’s evolving recovery landscape. His work centers on healing through purpose, brotherhood, and accessible care — building systems where people don’t just get clean, they come alive. Quinn is dedicated to redefining recovery as a journey of wholeness, not just abstinence, and is committed to making transformative care scalable, affordable, and deeply human.
Program Director Scott Taylor CPSS | BA:
Scott Taylor is a purpose-driven innovator, Certified Peer Support Specialist and Behavioral Analyst, and the heart behind Reign Over Recovery. As Program Director, Scott brings a rare combination of lived experience, clinical insight, and entrepreneurial vision to the table. He has designed ROR to bridge the gap between reentry, healing, and long-term success. With deep roots in Utah’s recovery and justice systems — including work with the PCPS Pilot Committee and CJAC — Scott is committed to transforming recovery from a crisis response into a life-building system. His work is grounded in outcomes, fueled by empathy, authenticity, and a relentless drive to create something that changes lives for good.
